Ballot Box Breakdown: Orleans Parish voters to decide on two Home Rule Charter amendments

In your Ballot Box Breakdown: Orleans Parish voters will make decisions on two proposed Home Rule Charter amendments on Election Day.

NEW ORLEANS —  Parishwide Home Rule Charter Amendment Proposition No. 1 of 2:

Shall Article VI of the Home Rule Charter of the City of New Orleans be amended to establish a Housing Trust Fund dedicated exclusively to ensuring the availability of affordable housing within the City, and to require an annual appropriation of at least two percent of the City’s annual general fund to the Housing Trust Fund as provided in Ord. No. 29828, M.C.S.?

This was put forth by multiple council members in March and would establish the Housing Trust Fund, which aims to help aid the affordable housing crisis.

It would dedicate an amount equal to 2-percent of the General Fund to the trust, which would fund affordable housing, rehab and renovation projects, and provide funding for affordable rental assistance and other housing needs.

Council Member Lesli Harris says other cities have similar trusts in place.

Parishwide Home Rule Charter Amendment Proposition No. 2 of 2:

Shall Article II, Section 2-202 of the Home Rule Charter of the City of New Orleans be amended to include rights for workers, as described in Ord. No. 29864 M.C.S., among the rights contained in the municipal bill of rights?

This was put forth by City Council in March.

The Workers Bill of Rights lays out that all people are born free and equal, deserve the right to life, liberty, security, freedom of opinion and expression, and the right to receive fair, living wages, equal pay, healthcare coverage, and paid leave.

It explicitly says it does not create any enforceable rights, obligations, or causes of actions, but council says it’s symbolic in standing against anti-worker policies and treatment in Louisiana. 

It is strongly supported by local workers’ rights groups.

Council passed both measures unanimously, and now you’ll get to vote in November.
