UPDATE: Man charged with second-degree murder after standoff with NOPD

NOPD officers arrested a murder suspect after a nearly four-hour standoff Uptown.

The man arrested after a four-hour stand off with NOPD officers in Uptown Saturday morning has been charged with second-degree murder.

According to police, Richard Donovan, 58, was arrested and charged with second-degree murder after barricading himself in an Uptown residence.

The standoff began after Second District Officers were called to the 700 block of Lyons Street for a wellness check around 12:17 a.m. on Oct. 1. When they arrived, officers noticed a foul odor coming from the location. They then knocked on the door and received no response.

A former resident then arrived at the location and unlocked the door according to NOPD. After going inside, he told police that there was a man inside armed with a handgun who had barricaded himself in a bedroom. The NOPD officers then notified their Special Operations Division and began a cursory check of the residence, where they discovered the body of an unidentified man who had been fatally shot in the head.

A SWAT unit was then deployed to the area around 4:30 a.m.

Nearly four hours later, just after 8 a.m., Donovan surrendered to police without incident. He is currently being questioned by NOPD homicide detectives. The investigation is ongoing.
