15-year-old among 3 killed in car chase, shootout in New Orleans

There have been 13 murders reported in New Orleans since the start of 2023. The Banks Street shooting was the second deadly incident with a teenage victim.

NEW ORLEANS — A 15-year-old boy was among three people killed in shooting as a car chased a pickup truck through a New Orleans neighborhood on Saturday.

The Orleans Parish Coroner's Office identified the victims as 15-year-old Dwayne Boutain, 23-year-old Ever Ramirez and 27-year-old Anddy Francisco Ramirez Ambrocio. The causes of death for all three victims were gunshot wounds.

Neighbors said the shooting happened as several cars chased each other on Banks Street between Norman C. Francis Parkway and South Rendon Street just after 11 p.m. on Jan. 7. At least three homes in the area were damaged by bullets as neighbors said dozens of shots were fired. 

"I hit the deck right over here on the ground. I could hear bullets coming into the house," Banks Street resident Jason Ricci told WWL-TV. One bullet pierced through his fence and into his home. It shot across the room to his desk where he works.

More than 70 bullet casings were found along the block, according to New Orleans City Councilmember Joe Giarrusso. He said police believe the three victims were targeted.

"It was a shooting gallery all up and down Banks street," Giarrusso said.

There have been 13 murders reported in New Orleans since the start of 2023. The Banks Street shooting was the second deadly incident with a teenage victim. Two days prior, 15-year-old Terriek James was killed in the 2000 block of Canal Street.
